This work aims to demonstrate the usefulness of space technologies to manage flood disasters through various case studies, in particular the VAR catchment (SE France). This is driven by the needs associated with management of natural disasters and new legislative policy in this area (e.g. water law: circulaire du 24/01/94). Potential users include civil protection authorities and regional/local authorities.
SPOT, ERS and Landsat data undergo visual and automatic photo-interpretation and are used together with morphological, geological, meteorological and land use data in a GIS to provide a first level of risk area interpretation. In this study EO data successfully complement traditional data. It has become evident that the data availability needs to be improved (exchange of information and integration of this new technology (EO and GIS) in user organisations (technical support). However, results have been convincing and illustrated that EO data can successfully be combined with ground observations and traditional approaches.
