Climate change is one of the key issues in the studies on earth environment. Recently more and more attentions have been paid to this issue not only by scientific circle, but also by many governments. Great efforts have been made to deal with it by international community and state governments. A series of programmes such as World Climate Programme (WCP), International Geosphere-Biosphere Programme (IGBP) and International Human Dimensions Programme on Global Environmental Change (IHDP) have been successively established.
