Abstract The National Oceanic and Atmospheric Administration's mission is to describe and predict changes in the Earth's environment, and conserve and manage wisely the Nation's coastal and marine resources to ensure sustainable economic opportunities. Through strategic planning, NOAA evaluates how best to accomplish this mission. The strategic plan provides a framework for articulating program goals and builds to these goals through consensus.

NOAA's historical role has been to predict environmental changes, protect life and property, provide decision makers with reliable scientific information, and foster global environmental stewardship. Our goals and programs today reflect a commitment to these basic responsibilities in the service of our customers and the Nation.
