GMES (Global Monitoring for Environment and Security) is one of the two major European initiatives involving the active partnership of the European Commission and the European Space Agency. It aims to provide information including a satellite Earth Observation component - crucial to monitoring the environment, preventing and managing natural or industrial catastrophes, anticipating conflicts and managing crises. The initial phase will provide the elements for GMES future planning and implementation based on a path from the short term (access to existing infrastructure) towards the longer term (which would include the use of second generation infrastructures). For GMES to be a success it is imperative that service providers and final users be actively involved and interact. Security (related to natural, technological or humanitarian risks) is a challenging component of GMES which has not been greatly emphasised until now, a situation this Workshop intends to remedy at least in part.
